Actually he's just infected with a rare, unnamed strain of the T-Virus. Basically it gives him superhuman strength/speed/stamina/perception and stuff and turned him more evil, and he needs regular injections to maintain it. Also he can dodge bullets. And rockets, depending on how they're fired.

He dies in the first RE, doesn't he? At Arklay? And then the virus from the B.O.W. that killed him reanimates him, I think. Also, the regular injections are of an anti-virus (according to RE 5), not the virus itself.

He was only Mostly Dead, according to offical Resi lore, and the T-virus variant he took revived him, I think, and gave him his powers. He needs to keep taking the serum to maintain his powers and too much of it can act as a poison.

What can I say? Wesker's awesome. ^_^

Actually, Frankenstein's monster was really intelligent in the original book. It even framed Frankenstein for murder and held highly intellectual dialogue.

I'd want to be the Teddy Bear from Hunter: the Reckoning. Or a Moonbane Vampire, just to screw with people.
