I realize that googling would've worked as well but I'm getting two different answers.

When I try, it just tells me who I chose, the council history and status of a certain character, but I cannot change my class or appearance, any ideas?

I can start a new character, but I want my choices to stay like that.

You can change your class and appearance but nothing else. All your decisions carry over (or else there wouldn't be any point) but for reasons made clear in game you are allowed to change these two aspects.

if you import an ME1 character, 100% yes. If not, you've hit a bug, try the Bioware forums.

If you import an ME2 character.. I don't believe that you can.

Hmm, strange, when can I do that? Because it just tells me my class, name and everything I mentioned and won't let me change anything.

Oh, have you gotten past the "incident" with the big ship at the beginning, and awakened by Miranda yet? It is right before that, that you get to change things.

When I started the game, I played through the introduction sequence, and then after a series of cutscenes it showed me getting SPOILER WARNING resurrected, and because of that I was able to choose a new appearance and class. You can't change it right at the very start, only after the opening scene.
