The main reason is that Gaming Discussion has a limited number of topics, as would pretty much any other forum based around a specific topic and including the other forums that this site has. Off-Topic is meant to be all the possible and acceptable topics minus any topic with a devout forum to it. And when you have forums even as varied as
Kongregate and
Ultimate Guitar with the number of boards that they have, the vast majority of topics will be in that remainder of discussions that gets deemed suitable for Off-Topic.

This as well. If you're going to compare our other forums to Off-Topic and Gaming Discussion, the only fair ones to compare it to are The News Room and Featured Content, as to my knowledge they're the only ones that have been here as long as the other two have which are still around.
