Fallout 3 and complexity does not compute.

You're probably asking for some JRPG.
Any Final Fantasy or Dragon Quest should fit you well.

Between the GBA, PS2 and PS3 you can get pretty much any Final Fantasy game.
Only exception being FF11 and maybe some of the older games before FF7.

There's the Zelda games on GBA too which are all really good.

It might be fairly simple to play (in the sense that you can beat the game by fighting every single battle exactly the same way) but I wouldn't recommend that game to anyone. Especially someone fairly new to the genre.

They're better off taking your suggestion to play some of the older FF's on the PSN, or grabbing copies of FFIV, V and VI on the GBA.

Yes. Any of the Dragon Age's really. Although, I didn't find Fallout 3 complex at all so, I'm not 100% sure what you're looking for.

maybe not complex but the game will kick your arse black and blue if you dont spend time grinding >_>

As mentioned, Torchlight is a pretty great suggestion. Might I also recommend the Eschalon indie games? Pretty old school but tons of fun.
