I have purchased the retail version and have had the exact same message pop up when trying to start the game. All I did to solve it was restart the steam client and then the game downloaded a small update and then played correctly. I think they have updated the steam client to solve this problem but obviously it hasn't solved it in your case.
According to the FaQ in TW forums the problem is the user and not Steam itself.

Hmm I guess my update wasn't working properly or something then.

That happens to everyone really..Steam sometimes likes to stop downloading when you not looking. :p

Sometimes you just need to pause the update and restart it. Others just reboot Steam.

Okay, I mean - Don't trust VALVe. They suck. Steam is pretty okay.
Huh? Steam is developed by Valve. So.. again.. huh?

I'd also love to hear why we shouldn't trust Valve.

I've just spent £35.00 on the Empire: Total War game, installed it, and steam says 'This game is currently unavailable'. This is my first time using Steam, and I only did it because I was forced to when I put the disk in.

This is unacceptable Does this happen a lot? What do I do?!
I remember reading on a Steam forum that 'This game is currently unavailable' is a badly worded error message that you get if you've entered the CD key in incorrectly.

Try re-entering it, but play close attention to the 'I', '1', '0' and 'O'.

Also, bear in mind that Steam have re-launched their free Unreal tournament 3 weekend, this weekend, so all their servers may be congested with people downloading the free game, which may cause the error message if it can't connect to verify your CD key properly.

Thanks a lot for all your help, it was a problem with the updates. In my view, they shouldn't have a button that urges you to 'launch game now' if it is guaranteed to cause a problem. This should be fixed in the patch.

Thank you escapists!! I knew I could count on you.

Enjoy the game. It's pretty epic.

Careful with such words, as some day they might hurt you more than me.

Raising prices from $50 to 50 EUR for all EU countries except for the UK, no response whatsoever about that thing, ignoring people asking questions, blocking EU people the ability to play even if they already have bought the game, adding VAT for countries that don't use it.

I'm European and I can play all my games in Steam. The only thing correct you said is the pricing issue.

Oh you completly focked...Thats very rare thing to happen...try to go to the store, explain problem if they say "Not our problem its Valve problem" do this: Scream at them very much threaten to sue their asses for selling you a copy with a faulty cd-key, and break something...

Its very important to break something. If its a friendly small shop were the game was bought you can try to talk with the person that sold you the game and show them that the CD-key is infact locked.

OR!

You putting the cd-key wrong like confusing O with 0's or something like that.

Edit: OR! You can go to tho Steams support page https://support.steampowered.com/kb_article.php?s=11bbb69117212fdd63d5415734f65f70&ref=1968-HKLX-7538 but try the store first

Ok, Breaking things sounds fun.

It's one of those giant megastores, but I'm gonna pull a face and say "But...it was for my birthday..." If pouting doesn't work then destruction it is!

There are no 0's in the code to be confused with so it's definetly a ninjaing.

The more I see these topics the more I wonder if I'm the only European who doesn't have these issues.

It means its second hand. You have to contact steam customer support with an image of the CD key in its box asking them to move the game due to second hand purchase. A picture of the receipt would help with this. The only account details you need give is the log in name, do not give out the password.

It would pay to use the email address you registered with.

EDIT: I just looked up and saw the post mentioning a botched CD key. My method will still work as long as the picture of the serial has the disc next to it.

Did you buy it from a GameStop? Those guys are notorious for opening games, registering the keys for themselves, then selling the game to some unfortunate sucker and saying "sorry, no refunds on open software." I never, EVER buy PC games from Gamestop.

I'm talking about stuff like region-specific purchases and "I bought the game, added CD-Key to my account and can't play because US doesn't have it yet".
