Source mods question?

I wanted to download SMOD to half life 2 but when I downloaded and put it in the source mods folder, nothing happened. so I googled source mod installation instructions, and it several sites said I needed metamod source. I downloaded metamod but I'm puzzled on what program I should use to open it.

Wait by restart steam do you mean just closing it and opening back up again because if not then no I didn't restart it.
