And in the OP it did say that "the suspect was brought in the station, and was even recognized by the investigator for similar incidents in the past." which suggests that the situation is similar to your friend's, and would also explain why security around him was low and he was allowed to escape.
I don't really think he's a threat to anybody, but I wouldn't want him jumping on the roof of my car.
