Star Trek Deep Space 9 "Improbable Cause"

Hi all,
In the DS9 episode "Improbable Cause" why did Odo accuse Elim Garak of blowing up his own tailor shop?
Because i can't see Garak doing such a thing.

1. Garak blew up his own shop because to get Odo involved without having to say why someone was trying to kill him. Garak already new that someone was killing other lose ends and he got station security to protect him without giving the game away.

2. Garak doesn't like being a tailor
