i went through all the process and i forgot to hit I AGREE WITH THE TERMS OF AGREEMENT
will it still bill the credit card

What? I've never been able to continue with any online payment, download, or whatever, if I haven't hit the agree button/box. Every time I have I always get a pop up that says I can't go forward without agreeing.

No it wont. It's not a valid transaction unless you click I agree. If you forgot it will just sit in your cart.
