I'm a little bit curious about something and was wondering if you could help me out:
During a debate with Steam tech support I ended up butting heads over what games I can purchase for friends. I was told that it would actually prompt me to read an article over what can and cant be gifted when i go to complete my purchase.
I checked, it doesn't:

I'm wondering if this is a regional thing, I know, being foreign, that I have a different TOS agreement than America, but this seems very off to me that there would be such a difference in style too.
My question is when you go to purchase something from steam, do you get the cue on the top or the bottom, and which one it looks like. I just want to know if the database is out of date or if this is another case of Foreign coming to bite me in the butt.
