Hi, I bought a pre-paid credit card today but it's a pain in the ass trying to get it to work. Could A)Someone gift me Civ 5(I will send you the money via PayPal) or B)Tell me how to get a pre-paid Visa to work with Steam?

Since you have PayPal you can just use that to buy the game.
