Are you trying to change your password from the website or from the Steam program itself? If you haven't installed Steam, do so now, and try to change your password from within the program. There will be a link named "Retrieve a lost account".

It's telling you your password is wrong when? When you input a new one? Your security answer may be wrong because it's case-sensitive.
If this continues, it may be easiest to send Steam an email inquiring about this issue. Although you'll have to wait until after the New Years holiday, at least you'll be getting help directly from them.
