So seeing as I can't find anything with Google, in the Valve forums, or elsewhere on the internet I figured that someone on here (being that we have a high concentration of Valve fans/Steam users) might be able to help me with my problem.

I currently have the problem of steam staying "always on-top" similarly to what can be done with the task manager in windows.

I'm currently running Windows 7 and I have only had the problem the last few days, where as I find references to (but no solutions for) the problem as far back as 2005.
I can minimize it fine, and I can close it. But if I want to say, click in my task bar on something, or open a game, or install a game, it's frustrating because I have to hit minimize every time because I can't alt tab from steam to my friends bar within steam.

Also, an interesting point, steam stays at the far left in the alt tab list (when you hit alt tab and hold alt so you can go through all your programs) similarly to how games do even if it's not the most recently opened program. While most other times the current program will be on the far left (the one you're alt tabbing from) heading right in chronological order of which has been most recently open.

Any help or advice would be appreciated. Thanks.

PS: On the topic of where this was placed, it put it in Game Discussion as it is affecting my gaming.
