Ok, so I only really know of 1 game that really has steampunk aspects, Arcanum: Of Steamworks and Magick Obscura. Are there any others? It seems that such an imaginative setting seems to be highly overlooked
Bioshock isn't steampunk, though many people are likely to post it (ok maybe the geothermal plant part because it actually has some steam but everything else is just 40s/50s art deco). In truth, there aren't many steampunk-themed games. You've already named the big one, Arcanum. Other than that, there is this indie game that's totally steampunk but I can't remember the fucking name man this is killing me. Someone will know though. Everything else is really a X-genre with steampunk elements. The Thief series is a Victorian stealth game with steampunk elements. Morrowind is a fantasy rpg with steampunk elements in certain dungeons. It really is an underutilized setting.
Ah Chaos Engine I was going to put that own but all in all I don't think it is very steampunk, at least in terms of gameplay.
Much like I would want to put Resonance Of Fate which claims to be a steampunk setting on the box. But it isn't really. Although it is still a great game.
