Step 1: Have them hire the Umbrella Corporation
Step 2: Finance
Step 3: ...Wait. You know what's bound to happen behind their lines sooner or later.

Bomb the some key areas on the planet with Nuclear weapons from the future, but don't use them enough to destroy anything too important, let all of the nations know the Centaurian Republic (look at my Username to get it) is the one responsible and in fear and anger they will either all unite and attack me instead out of anger and fear or if they don't do that threaten them that I will just keep doing it again and again each time on a more important target if they don't stop their conflict and return the people, possesions and land to the countries they belong too and imprison/ execute those who ordered the most heinous war crimes if I wasn't able to stop the war before they happened, but not send any Jews back to Germany or any other Axis nation for obvious reason and instead let them have a choice of some more accepting countries for them to live in. Or could just let the war go at it's normal course so I don't screw up History too much.

Take Frank Whittle jet engine in 1930 when he first proposed it, share it with the Americans. have a fleet of jet fighters and bombers to punch the snot out of the axis powers.

Get Alan Turing and Tommy Flowers working on universal turning machines as of 1936. this could have working digital computers by 1939.

Get Robert Watson-Watt's team to build a full system of radar to a turing digital computer to get better interpretation of the results from the radar.

Get the EM2 [http://en.wikipedia.org/wiki/EM-2] project fully fledged before the out break of war.

Hitler lives with his father. His name becomes Adolf Shicklegruber, which is too silly to chant.

First off:

-Time travel to the 1860's

-Move Nikola Tesla to France in shortly before Lobotomising Thomas Edison and have him finish his research and make his badass weather machines and Tesla Coils.

-After the machines are finished, give it to the Dutch or the Swiss. (Alternetively start a nuclear fission research project in France and give atomic energy and the A-Bomb to Holland and Switzerland respectively. Hopefully you have created a Non-cray military-technological police force in Europe for the time being.

-Meanwhile start a small military conflict between the different German states most importantly Bavaria and Prussia as to make sure the German Empire is never established.
(This conflict will not boil over as everyone else will still be recovering from the Crimean War, also it will let the Prussian people let off some steam.)

-Help the Balkans out of Ottoman rule (somehow supporting the ressistances in Yugoslavia Greece and the revolutionaries in Venice) and try to avoid Russian involvement if at all possible. If in the aftermath of the Ottoman liberation the different new balkan states start fighting support either the Bulgarians or the Greeks.

-Have the US governement develop interest in colonialism as to keep the bus for the next few years. Maybe a small conflict with the French in south-east-asia.

Now all this has been taken care of all that is left is The middle east, north-africa and central asia. I will have to assume that any conficts presented here will not boil over to a global conflict.

This is as far as I can go off the top of my head.

Call peace conference promising to hand over the world to Hitler and his regime. Gather all the heads of state and add suicidal fakes for the Allied guys and then nuke the whole area when everyone is waiting for the conference to begin.

Soviet Union successfully conquers Poland in the Polish-Soviet war of 1919-1921, allowing them to assist socialist revolutionaries in Germany. This could have meant supporting the largely leftist Wiemar Republic, or a socialist insurrection against it, either way producing a Socialist, Russian-backed Germany from which to support other leftist movements in Western Europe.

This prevents "the war" in the west. The war in the East, between Japan and the other states around it may have been inevitable without a massive change of heart from the Japanese. Their new found sense of Nationalism and place in the world as a rising power drove them to emulate the worst attributes of the old European Empires. Even if the Treaty of Versailles hadn't snubbed them by limiting their fleet size, this expansionist nation-state behavior would have led them into conflict with someone eventually, even if the US had never been involved. That said, given my first paragraph, the war could have been won against Japan even without the US given the Sino-Soviet pact having the support of a heavily industrialized state like Germany, if not the rest of Europe.

Stopping Japan from invading other countries would require then to have basically gained a powerful socialist movement to make them focus on themselves instead of outward, something they almost entirely lacked in the first half of the 20th century.

In 1860, the US elected a president by the name of Abraham Lincoln. The south went bonkers thinking he was going to get rid of slavery and the next 4+ years were spent killing more Americans than in every armed conflict before and since combined. It took decades to recover from that conflict. Colonialism requires a basically quiet home front to turn one's attention to expansion overseas, something the US wouldn't do even if they hadn't gone to war because of the massive lands that had yet to be settled within their own borders, some of which remain largely empty even to this day (Wyoming, for example).
