So, in the link are some ideas that police can use to stop these riots. From my own experience they've gone far enough and need to stop before it gets worse.

Not via any of those methods far better to increase social security spending and legalize drugs to combat gangs along with spending to increase the areas prosperity, suppression is useless here, far better to provide hope and help integrate these young men into the community.
