I know there are sites in which you can stream TV programmes into your home from sites, some you pay for like Itunes and some free ones like megaupload used to do.

So is is using a free one pirating? 'cos if I pay a TV licence, which says on it that if I have anything that puts broadcasted tv programmes into my home I have to pay for it.

So if I pay my tv licence do I also have to pay to watch that programme or am I already?

Haven't I already paid to watch it and now I am just paying a company to watch the stuff they have stored?

Just thought it was a little interesting hypothetical situation.

I mean I get if it's part of a package or PVP event. Like if I want to watch a UFC fight so I stream it is pirating if I don't pay.

What about if I want to watch the latest episode of House? I mean, I could have watched it when it was on the TV but maybe I was busy so I stream it off megaupload.

Did I just pirate or did I just use it like BBC iplayer (I missed it so I can watch it for free when I want)? Does the fact it's on a site that never paid the makers make it pirating?

What you're saying only applies to the BBC though. It might be a bit of a grey area for the BBC but it's probably more clear cut if you stream Channel 4 shows for example.
