The insults are severe enough that they can't just be swept under the rug, especially now with media interest. Either the children have to be severely punished or the teacher has to go, there is no half way in this.
That's precisely why the punishments are so strict. The kids know that using these insults, implying that the teacher is a paedophile and rapist, is huge.
