I found the shouts a bit "meh". They were alright - powers that don't require mana (or magicka, in that case) but just have a cooldown. Not a new concept but a bit of a touch up - more powers and multiple "stages" of them...so hold down the power button for a more powerful effect.

The cooldown is really not "superpower-friendly", though - by comparison, SR4 blows Skyrim out of the water - super speed is super fun, tall leaping may as well have been called flight at later levels (and Gat out of Hell had flight), the telekinesis and stomp were by far my favourites and blast was...well, a blast as well. An explosive blast was incredibly satisfying to use, as well, since it chain exploded THE ENTIRE STREET. Skyrim cannot compete with any of these, really. Moreover, there was a slight problem of not much to do with the shouts. I think I used something like 4 for most of the game. Even though some were powerful, either the cooldown was too much or it was an overkill. And some were just stupid, like the animal control one.

Well, you can try Marvel Ultimate Alliance. It is not the deepest game ever, but if you are a fan of Marvel or simply looking for fun with people in tights, it's fine.
The basic jist is that once you reach the first save point you can create a 4-person team of supers from about 25-30 avaliable. You can pick characters to match a pre-existing team (such as Fantastic Four) and recieve this teams bonus OR you can create your own, name it and give it custom bonuses.

The gameplay itself is basically top-down 3D brawler with abilities and leveling up.

P.S. If you do plan on making a custom team, here is a thing: if you pick a character not from your team after you've created it, you'll recieve penalties (I do not remember what kind). At one point you'll NEED to use Thor. So, if you do not like him and don't want to have him on your peam, just take one rank in a bonus which allows you to pick additional characters for your team ASAP (so that you'll have 5 character team) and pick Thor when needed.
Oh, and having flying character helps too.

Didn't see anything against mmo's in the OP?
Might want to check out Champions Online. Free-to-play with pre-set builds, premium for designing your own builds from ~15 different power sets, including such as frost, fire, telekinesis, technology, martial arts, gadgets, archery, etc.

I'm assuming a large part of why you're looking for a games like these is that awesome power trip that comes from playing them right? I'm gonna take a wide swing here and suggest Sengoku Basara 3 or even the Warriors games. In these games you basically choose from a large range of hilariously overpowered characters (in Basara you can play as a samurai that wields six katanas like claws, pretty badass) and just let loose against large armies of braindead soldiers while capturing bases, its extremely repetitive I will admit but damn is there fun to be had in annihilating hundreds upon hundreds of people like its nothing.

Other than that, there isn't much I can honestly think of that hasn't been mentioned, I can second Okami though, HD version is available on the PS Store and the game is an absolute masterpiece, you play as a wolf god essentially and you earn some rad painting powers as you progress throughout the game. The Batman Arkham games are also great, you don't have superpowers but that feeling of sheer badassery you get from playing as the Batman is great.
