So i'm switching to a new PC, my question is will the save files for my games still appear or will it all be a clean slate?

Any Valve games you own will have their save files stored on the cloud so you can access them anywhere, but I don't think other games will. You'll have to transfer the saves yourself.

some will be transfers
I think the save files are either in the "My Documents" folder or game data folder (X:\Program Files (x86)\steam\ and from there on it differs between Steam apps or common).

Why not just move the old hard drive to the new PC?

Cause i'm giving my old pc to a family member, nothing wrong with the old one, just not good enough for current games.

any valve saves you have will transfer automatically. some games let you manually copy saves into you steam cloud (i know civ5 does this). others, you'll have to move manually.
