See Israel as a prime subject for Abuse of veto by America. In Syria however the case is slightly different as of course the Russian and Chinese dictatorships are scared that one day they to might be toppled if they continue to support these rebellions against dictatorships. So yes China and Russia veto to safe their own hides, America does it because Assad is their buddy, much like Mubarak and many other dictators who help them keep the status quo.
The Security Council is supposed to let military superpowers go to war without destroying the planet. All it does is perpetuate the belief that countries are evil. Self-interest (see: Realpolitik) governs everything done by every member of the U.N. The problem with the U.N. isn't the legislation, it's the people. People who are not the least bit interested the the obvious best-interests of the planet and humanity (like fucking space travel), but rather the furthering of their own bullshit form of control (like puppet regimes). I hate the members of the U.N. (not countries, but people) but I love the idea behind it. At least it stops some of the world building, but it keeps us stagnant.
