I'm a complete idiot at computers and don't understand all this new fangled mumbo-jumbo. Talk to me as if you were explaining this to a 5 year old.

So I went to system requirements lab and ran a test to see if I could play Fallout 3 on my computer. I meet all the requirements in every area EXCEPT video card. However, this were things get hazy to my feeble brain.

Ignore my mediocre question mark.

So, as you see, it says I have all the right features for my card, but not the right card. Would I be able to play the game or no?

You should be able to run it, but it may not look as good. Also the graphics chip you have now is sapping some of it's video RAM from your main system RAM. If you are on a desktop I'd add a new graphics card, but on a notebook I'd try a demo if available.

Maybe your card is outdated, doesn't have to proper drivers or configuration to it to run the special things in your game or programme.. or simply it's not recommended but you could still use it.

"Mobile". That could be the problem, they are considered "weaker" than desktop video cards, maybe SRL just doesn't recognise it.

I also think that the best option is to try the demo.

Most video games don't come with guarantees that they'll run on mobile versions of video cards (that is, the versions in laptops and other compact computers). I've been gaming on a Macbook Pro for several years, however, and have yet to have a problem with it.

Basically, no guarantees, but you're very unlikely to have a problem.

Ok you have a onboard intel graphics. It should have no problem running it since you have all the shader requirements which is the thing which will stop it from running properly.

I think its saying its not compatible becuase its not in the Radeon or Geforce family.

You should be right, but as a rule of thumb intel graphics are pretty crap so I dont think it would run that great.

But yeah I dont know how that site works for evaluating your hardware, it might know something I dont about your videocard.

It's Intel, unless you're on a laptop, you'll want to change that, Intel's cards doesn't work well with games at all.
