I think "Tactical Espionage Action" is just a fancier term for "Stealth" as stealth usually takes tactic and sneakyness and if you're not careful then you're into action.

I bet you it's just a mistranslation that didn't sound stupid. Instead of "Someone Set up us the Bomb" we got a phrase that sounded kind of sexy.

I'm with Jumplion on this one: Tactical Espionage Action is a fancy word for "stealth with some fighting". My theory for its use, if mistranslation it be not, is the same reason MGS4 is bloated with "deep" storytelling and half hour long cutscenes. MGS 4 is a pretty good game with more undeserved pretentiousness than the average modern artist, and if it can ever say something simply, or something just as simple but three times longer, it will surely choose the latter.
