It makes you want to know why they are like that sometimes, thought granted GTA IV did give you a backstory to Niko and why he's not so friendly but I think what would help would be if you got see that stuff rather than the odd line about his country or his family.

I'm going to ''disagree'' with you here. I believe it sounds alot more interesting then it would end up being. The only way I see a Character like that developing, even if written well, is into whiny ***** territory. ''Why do I have to constantly kill people, oh woe is me!''
Kind of like how Niko became a Parody when he kept remarking how he does the things he does because he needs the money, all the while with 500000$ in his Pocket. Well, obviously you must take some kind of enjoyment out of it...
Saints Row actually pulls this off better, I do want to play a sap sack, so they just give me a over the top character to go with the over the top gameplay. Why even pretend the guy has real issuses like a real person when most players are going to use said sandbox to play over the top anyway. It's out of character. The Boss in Saints Row, is in my most humble, yet experienced oppinion, likely far closer to the players ''character'' in-game then Niko is.
I ofcourse like a dramatic role, but it has to fit the Gameplay and while they tried hard, they didn't quite pull it off in GTA IV. Thats not to say that Saints Row 2 didn't screw up when giving the Boss ''heartfelt'' moments that were equally out of character.
