Out of interest, have you tried the God-Machine updated rules? I've never had a chance to give them a spin, so I don't know how well they behave. They look like some help (Down and dirty combat, for example) but I don't know how effective they are in practice.
I've playtested them but not used them with a full group as of yet, just a solo session but I can tell you that they are pretty slick. I recommend printing out cards for the various conditions and the like cause they can be hard to keep track of otherwise.

Anyways, I like your system idea. I might try and emphasize quick actions in my new campaign when it starts this week. Probably not at the level of 10 seconds or less, but less than a minute for sure. Thanks for the idea~

My Dark Heresy group tried something very much like yours, in fact. We had a seven second talk-limit for every character during encounters and characters spoke via their initiative order. Very effective to be honest- especially when the group started coming up with entire code phrases outside of combat and slinging them about in an engagement. 'Woolie woolie wombats' became code for the melee fighter to rush at an enemy position to allow the ranged fighters to seek cover while 'Squishy guts' meant focus all fire on a single target. There's something especially silly about hearing the phrase 'Squishy guts on that ork' during a playthrough. Very silly indeed.
