Errmmm...If we we're trying to argue that, oh say, 'Zero-Wing' is better than 'Reader Rabbit: Key Stage Four' then yes but the two games appear to be of the same genre: Team-Multiplayer FPS. MW2 has a bunch of soldiers fighting terrorists in an area.
TF2 has a bunch of mercenaries fighting more mercenaries in an area.
The slight difference is the Style.
TF2 is 'cartoony' so can do more or less what it likes in terms of game modes, like my favourite: Balloon Race.
From what I've played of MW2, which is the free Multiplayer Weekends on Steam, you can only kill each other mindlessly in samey game modes. Rather than from a large boat attached to a massive balloon.
TF2 is daft so can do as it pleases to make things more fun or exciting with its characters. You can even personalise the character you play as. Plus, Valve can get away with small details because its a 'stylised' game.
MW2 has to be tied to whatever is possible in this world. Sadly, this means that all the weapons have to kill things realistically (so bang, bang, dead) and strawberry jam is squirted onto the screen whenever your shot. Weirdly, you can just duck behind cover and your blank, gun-shooting puppet will draw life from the ether and heal. So much for realism there...
But I could go on like this until it just becomes futile. The old phrase about trash and treasure comes to mind. I'm biased in TF2's favour though, if you didn't guess. Mainly because I actually feel more like a team member rather than the pleb that can't shoot straight and gets kill thirty times. The differences are style and that TF2 makes people work together as a Unit regardless of game mode.
