The hell it is not. Half the problem seems to be dodgy directors (HELLO, MR BOLL) and the other half is translation, one just doesnt turn into the other very easily.

At least that FF7 "fanservice" gave us the great characters we love back, good(extremely, rather) action scenes even if the story was a bit on the 'meh' side.

It wasn't a movie about FF VII (damn thing would have to be at least 20 hours long), it was a movie that served as a sequel to FF VII.
Now, how would the fanbase have reacted if it DID have an epic story with deep meaning and tons of twist? Well, it would most likely have to fuck around with elements from the original game - like so many game-to-movie projects unsuccessfully do. They played it safe, and I don't blame them for that.
