In good games you fing those tiny noticeable writings, musics, pictures or events that make you interested about/laugh about. Like writings on the walls in survival games, pictures with scriblings over them in ruined buildings and that Juke Box still playing unfitting music in the midst of bad things.

I myself find these funny/interesting

Borderlands: Safety Fist signs
Bioshock: Music playing when you enter the lighthouse
Fallout 3: I was here writing. FIND IT,ITS HIDDEN WELL!
and finally Portal: THE CAKE IS A LIE!

I can't give specific examples of stuff - but I do agree with you. That little touch makes a huge difference. Fallout 3 has tons of those little things.

I love the decor when you get lots of cupboards, you just have to go around trying to open them. (This happens on many games, too many for me to be bothered to say)

OT: In one of the old Final Fantasy games, there was a grave for Link. I find that quite funny.

Really? I love zombies!
I want to keep one as a pet.

On MW2 multiplayer, on the map "Afghan", one of the doors leading into the little cave-bunker has the Infinity Ward logo on it.

Dead Space has a lot of cool things written on the wall, one of them being the entire necromorph alphabet translated to english. Words written in blood, warnings about what happened, all that jazz, it's pretty awesome when you take the time to actually look at them.

Most of Ellis' dialog from L4D2. Though I'm not sure that qualifies as a 'tiny touch'.
Also the graffiti, but that's already been mentioned.
