Not 23, but I totally just over-thought through that date. 1942: 4+2=6, 6+1= 7, 9+7= 16, 16+11 (November being the eleventh month) = 27.

On topic, I personally think the OP has too much time on their hands. The 23 Enigma is fun to look into, but I don't take it seriously.

It's alot better than most B-Class movies, it's quite clever in some regards...
23 can equal so many no.'s eg. 1,2,3,4,5,6,8,9,10,32,etc. It's no wonder it shows up so offten

27/11 (nov)= 2.4545...x1942=4766.7272...
ignore decimals 4+7+6+6= 23

There is actually - November is the 11th month of the year, so that would be 11/27/1942. Treating each digit as a separate number, if we do the following, 1+1+2+7+1+9+4-2, we get (you guessed it) 23. That took me all of 30 seconds to figure out and I didn't even have to resort to cheatery like counting the number of letters and the like, just simple addition and subtraction.

Edit: Somebody beat me to it with an alternate methodology apparently - all the more reason to suggest it's really easy to make things equal 23 if you want to.
