I played in high school. It was an annual tradition for the senior class, and pretty much everybody signed up. I didn't win (sadly) but I did come in 4th out of the 300 or so who participated, which isn't bad. The thing is, people get really into it. I woke up to one guy who had waited outside my house all night dressed in a black trash bag trying to ambush me on my way to my car. Little did he know I kept my water gun tucked into my pants at all time, and I proved quicker on the draw than him. 
Our version had rules about how you couldn't "kill" anyone on school property. You also weren't supposed to bring the water guns on the grounds, so we left them in our cars. But once you were off of the grounds, you were fair game. We also had to add rules like "No camping on the football field" because a few clever people decided that would be a good way to avoid "death." It's a fun game.
Also, when I was in Boston, there's was a city-wide version of this game. It was pretty neat because you get people from all walks of life participating: businessmen, college students, artists, etc.

Yup, my university has it but we call it "Murder". It runs for 4 weeks every year and we are only allowed to use water based weapons and either in the form of super soakers or water pistols. There is some rules involved but it works in a similar fashion to what you described.Trivun said:
