Basically, you make an account, you transfer money from your bank account to paypal and put a code, which is unique to your account in the comment box.
This'll take a few days to take effect. (Usually, if I send it on Friday or during the weekend, I can use it the next Wednesday)

To when you buys something, if you chose PayPal as your payment method, you get redirected to a PayPal login page/make account page. Just log in, and click "Pay now".
