Using the words "best game ever" especially in a review can either make, or break you. So what top 3 factors contribute to making a game the best
IMO they are:
Imaginative level design
Gripping Story
Fun Gameplay

The search button makes the best game ever.

But seeing as that seems to be flooding with metal gear solid and halo...

Just the fact that it has to be fun.

If it isn't fun then your doing it wrong.

But seriously, I think an intuitive control system goes a long way. I've put down quite a few games because the control system just doesn't work.

ATLUS?
Sorry, I should've explained. Atlus Software, producers of many fine games.

In no particular order,

1. Amazing story
2. Atmosphere
3. Gameplay (and that includes controls)

seriously:
Brilliant story
Excellent gameplay
Lots of playing time (story, not multiplayer).

Graphics are important too.

Replay Value (game isn't any good if you don't want to keep playing it)
Gameplay (controls, and generally what you do in game)
Atmosphere (graphical realism isn't important, but the graphics/sound/presentation have to create a unique atmosphere and feeling that heightens the experience and is compelling to be in)

At first I was going to put "Story" into the three, but then I thought about games like L4D which has nearly no story yet is a fantastic game in its own right. Similarly CoD4:Modern Warfare is a fantastic game, and one of the best ever IMO, and its story while good in its own right won't win any awards for total originality. It's a typical Clancy-esque style terrorists with nuclear weapons that elevates itself in the notable "Nuke" sequence.
