Obsuro's Oblivion Overhaul [http://www.oscurogamedesign.com/oscurosoblivionoverhaul-high.html] is absolutely a must have, I can scarcely believe how much it adds to and improves the game. Also must have is the Unofficial Oblivion Patch [http://www.tesnexus.com/downloads/file.php?id=5296].

Other than that, I also recommend:

Expanded Hotkeys [http://www.tesnexus.com/downloads/file.php?id=5957] is great - more hotkeys means less pausing and scrolling through goddamn menus.

AF Level Mod [http://www.fuzionmedia.com/oblivion/afleveling.html] - Overhauls the levelling and gaining attributes so you can get attribute gains directly from skill increases which means you no longer have to worry about grinding up skills so you get x5 multipliers when you level up, you can just play naturally.

Oscuro's Oblivion Overhaul aka OOO or O3.
It changes the game from leveled lists to be a bit more static, meaning there is actually the risk that whatever is in that dungeon might kick your arse.

For example if you wander too far from the towns at a low level you might run into a minotaur, at level 5 you'll have just about no chance. Result? Run.

I honestly can't play Oblivion without O3.

Besides a leveled-list fixer like Oscuro's or Francesco's mods (or, better yet, FCOM), you'll need an attribute/stat mod. AFLevel is good, I personally prefer KCAS (Kobu's Character Advancement System), if only because it's so easy to tweak settings to suit your personal taste (tired of mages having the durability of tissue paper? Set HP to be tied to Intelligence and/or Willpower so you don't have to buy 5 Heavy Armor levels from Varnado every level just to crank your endurance unrealistically.) KCAS is great for keeping immersion.

Hey there i downloaded the mod manager but it keeps on saying i'm a limeted user and won't let me install mods! HELP!!!!!

I liked the Castle Ravenpride mod, it has one of the eeriest fort ruins i've seen and a new armor texture... was working on an expansion myself, adding a nice dungeon, but then my hard disc was scratched and I lost everything.

Srry, can't help you with OMM.
