Big Smoke

Dude a strait up G man. He'll eat all his buddy's fast food while they're being shot up and then blame their homosexuality on them not getting any.

I mean, who could forget such memorable lines such as "All you had to do was follow the damn train CJ!"

Can't believe nobody's mentioned Kreia from KOTOR 2. Practically every other line she says is pure Shakespearean gold. She's the most interesting part of that game and the subtle mind games she plays with everyone made the plot much more interesting than it should have been. Because without her the plot really wouldn't have made much sense at all.

Kai Leng comes off as a whiny child of a character. With no development whatsoever in the game, no clear motive or goals other than being a puppet for the Illusive Man, his characterization is shallow and meaningless. Existing for no other reason than because Bioware wanted an active enemy with a face, he is kept alive again and again due to plot contrivance, not because he is capable, but because the game demanded it. In fact, the game shows Kai Leng as anything but capable, being easily fought against in close quarters by a man who can barely breathe, who had just made his way through the Citadel sounding like he was on his last leg. His need for constant backup during his fights with Shepard and co speak of how poor his skills really are, and only serve to make the game's insistence of his survival all the more contrived.

There's this video log that you can find while in the Illusive Man's base, where Kai Leng is whining, literally whining, at the Illusive Man about how he couldn't kill Shepard. It sums up Kai Lengs character perfectly.
Pretty spot on.

However you forgot to mention that he's also a ninja... for no other reason then that ninjas are cewl. Eventhough it totally contradicts with the setting of the game. Wielding a sword in a universe were everyone uses highly accurate laser weaponry makes you the biggest moron in the galaxy.

I, umm...I mained a melee Infiltrator, so I felt I had no right to make fun of space ninjas. I pretty much was one...>.>

Memorable? Definitely Colonel Konrad of Spec Ops: The Line. The reveal, at least, wow'd me.

Konrad's the villain?
Because you were definitely not the hero
I didn't want to suggest otherwise because spoilers.

Well, let me reiterate; Putting a Metal Gear Solid reject in a setting that is mainly build on practicality is really damn stupid. You're the player character, you're allowed to go a bit crazy with the mechanics the game gives you. The developer however should restrain from breaking the tone of their own game.

You know who would've been a better Cerberus henchmen? Whoever you left to die on Virmire in ME1. It would've been stupid, sure, but atleast there would've been some history there. Instead of trying to pass off this idiot nobody as an evil badass that you're supposed to hate because the game tells you to.

Was gonna mention Kefka, then I saw that five people did it before me.

Seth Carter said:
Kefka is one of the more immediate examples. He has a very slim excuse for his evil (Magitek made him crazy, though its never really said what he was like beforehand). He succeeds in his plot, and is fairly intelligent, outmaneuvering people even before he secures his power upgrade.
You know that's one thing I really liked.

What made Sephiroth bad? Well, he read that he was part of an experiment and went insane with anger cause he thinks he's the son descendant of a extra-terrestrial being.

What made Kefka bad? Well, they say that he went insane from the magitek infusion.....but none one really knows.

In this case knowing less is better.

A memorable villain for the good reasons: Saren Arterius.

He's a well-written character with defined goals, motives, character development, and means of action. The way he's portrayal is well done, he's likeable as a villain, sympathetic without being overdone, and, were it not for him being indoctrinated and hating humans with a passion, would have been welcome on my ship.

A memorable villain for the wrong reasons: Kai Leng.

Kai Leng comes off as a whiny child of a character. Saren was a fallen hero, his only goal, that of saving his people, used by Sovereign to turn him against the very people he wanted to save.

Kai Leng was a whiny child with an inferiority complex.

Both memorable, but for opposite reasons.
Yes. So very very much this. Saren didn't need to be a cyborg ninja to be intimidating or memorable.
OT: Who doesn't know and love the psychotic pirate we know only as Vaas?

Iconic?
Bowser, Ganon(dorf), Arthas, Sephiroth (not sure if spelled right, never played the game...[sub][sub]don't kill me[/sub][/sub])

As for memorable...
latest would be Gihraim from SkywardSword
He wasn't even the mian villain but he was just so... fascinating!

personally, neo cortex. crazy supervillian, but not just set on destruction. he plays at manipulation, and getting others to do his dirty work for him. more importantly, he has a massive memorable head...

I've always been a fan of this guy:

Those that do not recognize this man... Well, I would have either no words for you or choice words.

Out of all of the games I have played, Kane sticks out in my mind as the most memorable villain. Perhaps it was the fact that he was so damned incideous. He would show up out of nowhere, and just when you thought you had finally vanquished him, there he was again, trying to destroy your base.

I will ignore the crap that was C&C4 though. They really screwed him over and did not do him any justice in that ending.
God damn it, i wanted to go for Kane. What i truly liked about him was his Charisma and the mystery surrounding his very existence.

Kefka, ff6.

I've never played another game where the badguy represented crazy, evil, egotistical & "why the f$%$ not" better.

After he becomes ruler of the world he promptly nearly destroys it because...well, why the f#$% not?

Sarah Kerrigan from the original Starcraft and Brood War. Not so much in WoL or HoTS (although I haven't finished the second one yet due to a technical error with the software.)

I replayed the entirety of Brood War over my spring break and I rediscovered how evil she is. She probably is the most evil villain that I've ever seen. During the process of Brood War she murders, backstabs, swindles, cons, uses her allies against their will, mind controls people, and destroys millions of lives just to gain more power. And most of this crap happens during the final campaign where she gets on everyone's nerves. In fact, she gets so crazy that the end mission is basically everyone wants to kill her, so you (as a cerebrate) have to finish the aggressors off once and for all.

"Because at this point, I'm pretty much the queen b@#$% of the universe."
-Kerrigan.

I can't even begin to tell you how much of a disappointment she is in WoL. Not only that but Jimmy's attitude towards her.
In Brood War, Kerrigan orders you to kill Fenix, a good Protoss friend of Jim Raynor. Once you do, Jim swears that he's the person who's going to kill her. And now in WoL, Jim's justification on restoring Kerrigan is based on a prophecy, alcohol, and love. The prophecy I can sorta buy, but the whole love deal doesn't make any sense. And why is Jim so concerned about the Dominion anyway at the beginning of the game? Didn't Kerrigan deal the greatest and most recent damage to Jim?

Ok just some I rememeber at the moment that I really like:

Jack from Borderlands 2. Dude is fucking hilarious and awesome evil.

Doctor Nefarious from Ratchet and Clank series. Dude is fucking hilarious and awesome evil.

Several villians from Ace Attorney series. Dude... Actually, no. They (some of them anyway) are fucking hilarious and awesome evil, but some OTHER couple of them are not so much hilarious but rather just evil... Still awesome in the sence than they are very respectable villians.

And obviously theres more than just them but, as I said, I am only mentioning the ones I remember right now.

Without a shadow of a doubt it's Shodan (didn't take long til she was mentioned). Would be nice if Irrational go to working on System Shock 3 now Bioshock Infinite is out of the way.

i cant choose between 3 villains so here there are:
jack of blades(fable 1 & fable:TLC). this guy was the first official villain i had met and he was smart. he was cool. he was witty and he succeeded in making me hate him. every time in the game (except the final two boss battles) you thought you were doing something right, you were progressing on stopping jack some part of his plans revealed and you found out you were doing what was good for him all the way. he was just great!

Vaas(FarCry3). he is downright maniacal and evil. he is a complete bastard in the game and i couldn't wait for the next scene where he is in. his dialogs were great. no they were even better than great(kudos to the dialog writer of ubisoft).
his voice acting was awesome. he was smart and witty. and he was one badass ************.
Did I ever tell you the definition of insanity? Insanity is doing the exact same fucking thing over and over again, expecting shit to change. That. Is. Crazy. The first time somebody told me that...I don't know, I thought they were bullshitting me, so boom - I shot him. The thing is - *Hpht* - He was right. And then I started seeing everywhere I looked, everywhere I looked, all these fucking pricks...everywhere I looked, doing the exact same fucking thing over and over and over and over and over again thinking this time, its gonna be different. No-no please, this time, its gonna be different...
...I'm sorry, I don't like the way - *stands up, breaks chair he was sitting on* - that you are looking at me! Okay? Do you have a fucking problem in your head, do you think I'm bullshitting you, do you think I am lying FUCK YOU! Okay? FUCK! YOU! Its okay man. You see, the thing is, alright, the thing is, I already killed you once already. And its not like I am fucking crazy. Its okay...its like water under the bridge.
*Walks over, gets in face of main character*
Did I ever tell you...the definition of Insanity?

GLaDOS(portal 1&2). this one. oh my god. she is my all time favorite villain. her insults, her promises, her announcements in portal and everything is her is really great. in portal 2 when we learn about her past she is made sympathetic.and best of all unlike many other villains she does it all even without you seeing her in most of the game. there is just her voice.and she is funny. her dialogs are well written and she isn't evil at all!well she is but her intentions aren't. its all in the name of science!
seriously all of her quotes are great you cant write one of them here so here is a link:http://www.imdb.com/character/ch0069595/quotes.
i dont know how to put that in one word so excuse me

Well I always remember Sephiroth. Other than that I definitely remember Sylvaria from Valkyria Chronicles holy hell she was a one woman army and was totally badass plus she had a great character and story arc I was actually pretty sad after her exit from the game but even the way she went out was brilliant. She may have been a villain but I actually liked her more than many from my own team in the end.

Then there are the ones everybody remembers like Bowser, Robotnik (no not eggman....shudup) M.Bison (Dictator/whatever) Ghosts in Pac-man.

I remember GLADOS as well ofc oh and I dont think anyone who has finished Double Dragon Neon will forget Skullmageddon in a hurry.
