Is the third pokemon the hardest to find? A few people who said they had three i can only find two on and I ran around for quite a while

Only have 3 if they beat the elite 4. But you can check, before you enter it look at the top for the 3 boxes and if there is a pokeball symbol in the third box then you just haven't found it yet, if no pokeball symbol then they only have 2
