It depends on two things.

First: That friend has to be online to add you back and
Second: He has to compleate the Elite4 at least one time to unlock the third safari pokemon

1. does that friend have to be online at the time u go to safari in order for u to access all 3 pokemon?

1. He needs to be online and ingame to unlock the third one time when you are online too, according to another forum I visited. Though it always takes quite time for me.

2. Exactly. If all things are ok, the last one will be unlocked.
