I didn't really find Amnesia all that scary to be honest I don't know why I just didn't.
Me either. I mean it startled me several times, and had a creepy atmosphere, but not nearly the level of scary that it was made out to be by friends and reviews. I had people telling me they couldn't play it for more than 30 mins at a time because it was so scary. Really? I played it for four hours straight the other day and I was fine. Once I became accustomed to how to deal with the enemies, it was a breeze.
I think the problem with any survival horror game is the ability to MAINTAIN the same level of scariness throughout the entire game. It's very hard to keep someone consistently scared with the same frights. I always get accustomed to them by the halfway point of a game at least, and from there on out it's cake.
I will say that the single most terrifying sequence I've played in a game was the first time I played the hotel escape in Call of Cthulhu. However, it is a very linear sequence completely dependent on exact moves and timing, so I died a bunch of times, and after you play through the same sequence over and over and over, it loses it's touch.

Chapter 2 of Call of Cthulu: Dark Corners of the Earth. Being chased by the fishmen out of the hotel. I think there are few game experiences as harrowing as that 5 minute section.
oh, looks like I'm seconding this then
Condemned: Criminal Origins was able to keep a pretty consistent level of scariness for me throughout the whole game. It wasn't super-intense, but even levels towards the end, like the Farmhouse had me on-edge just as much as I was when I first started the game.

Well, The thing that always stuck with me from that game was the bit with the little girls mother.
It's mostly the screams and the noises after that send chills down my spine.
lol
"It wont budge!"
