Holy shit, I've never seen that before in The Sims 3. Try updating your graphics driver, your Direct X and making sure your specs are good enough.

EDIT: If you don't already have these you may want to try getting them as many games require them to run properly.

Microsoft .NET Framework 3.5 Service Pack 1: http://www.microsoft.com/downloads/details.aspx?FamilyID=ab99342f-5d1a-413d-8319-81da479ab0d7&displaylang=en

Microsoft Visual C++ 2008 Redistributable Package (x86): http://www.microsoft.com/downloads/details.aspx?FamilyID=9b2da534-3e03-4391-8a4d-074b9f2bc1bf&displaylang=en
My specs are more than enough (says common sense and System requirements lab), I've dled the newest drivers but I'll do the framework and C++ things.

That's kind of what happened to my PC when my graphics card overheated. If you can, open up your computer and try and clear out the dust inside, especially near the G-card. Then ensure that the vent is clear and has space to let the hot air escape. Then reboot your PC, also try running it on lower graphics settings.

The problem is called graphical artifacting. It happens when your GPU isn't up to requirements and/or it overheats. My GeForce 5500 would do this in BF2 all the time. My advice? Get a new GPU and you'll be laaaarfin'.

I have tried putting everything on lowest, didn't change a thing. I've cleaned my case and that didn't improve anything. This only happens in The Sims 3 btw, Crysis still runs fine on Very High..
Also, my GPU (HD4870) never goes above 60 degrees celsius so it definately doesn't overheat.
