It uses the steam to push itself along the tracks, rather than having any mechanical, moving parts. Because it shoots steam out behind it as a manner of propulsion, it cannot be a passenger train.

It burns hair, heating up water which then turns into steam. The steam rises and gets pushed through the blades of the windmill, making it turn.

The verbiage spilling out of the speakers turns a turbine, creating your power. Also, the hot air spewing from the fanboys of the games that were lambasted creates steam to power a second turbine.
