Generally the government only seems to give a crap about older individuals with under 16-18 year olds.
But to answer your question, they hit puberty at that age because their bodies are becoming capable of reproducing. Which funnily enough is also the reason why under 16-18 year olds shouldn't be having sex.
I personally don't want to see a generation full of children being raised by hormonal teenagers, lacking the maturity to raise children, and the real world experience to be independant and support themselves let alone a child.

If your video explained some kind of joke that I've missed, I'm sorry but I didn't watch it. But as it stands on its own, your comment portrays an extremely worrying opinion which I'm glad most people don't share.

the video basically says your first sentence, and how society moved forward faster than evolution moved our reproductive systems forward. its society's fault that they dont have the independence and maturity, because they now say 'you have to stay with your parents and cant get a full-time job and you cant experience x,y and z.' back in the middle ages, they would work in fields and be treated as adults because they were middle aged (people were living to 30 if lucky).

Oh, well in that case, the planes I have been on didn't have rows numbered 13. I have only been on a plane 4 times, but each time there was no 13th row. I sat quite close to where it would have been on 2 of those flights and I saw where it skipped straight from 12 to 14.

I don't know if it's true, but at least that one makes sense.
While removing floor 13 from buildings is just silly, I can understand that they'd want to remove floor 9 from hospitals (and perhaps old people's home).
It doesn't have anything to do with superstition, it's just a bit macabre, you know.
