Tomb Raider retail disc (PC) problem.

This game was released in America only as a digital download,but for Europe Square Enix decided to release it on retail copies too.
Well my fellow American gamers,don't get jealous thinking that you will have to spend more time before playing the game because you will have to wait for it to download.
I live in Europe and I bought today the retail version of the game from a store,and the only thing that is inside the disc is a Steam shortcut to the activation page.
That's right. Once I inserted the disc and ran "autorun.exe",in an instant the Steam Product Activation window appeared,and after entering the code,Steam started downloading. And according to Steam the game will be completely downloaded in 3 hours!

I really wonder WHY they decided to release a retail disc,if the disc doesn't includes the game in it and I'll have to download it anyway ? I mean I already have a Steam shortcut on the desktop screen of my computer. The whole point of buying retail is to not have to wait for so long for the game to download. What's the point of having a disc,if I'll have to download the game through Steam anyway ?
Oof. My brain hurts. Still 2+ hours until I can play the game...

I'm not sure to tell you the truth.
I don't know why,its just that the game didn't had its own installer and uses Steam's installer,and for some reason the amount of time Steam installer needs to install the game is extraordinary slow.
I have installed games from retail discs that have double the size (20gb) and it took me something less than an hour.
Tomb Raider which is only 10gb is installing so slow,that according to Steam it will take 3 hours to install.
That's like 6x times slower.
