I doubt it. Japan has some strict citizenship tests. Pen-Pen will likely have to find somewhere else to live (like Canada).

Pen-Pen should have no problem gaining citizenship here. It sounds like he'll fit in nicely, what with winter coming and all. He'll have to learn how to understand and communicate at least one of our official languages, but we as a nation will gladly accept him.
