Interesting but Sucker Punch said it's not, so maybe it's Alden? He was conspiring with Sasha to get ride of Kessler, so maybe something happened with Alden that turned him into the beast. Nothing is really said about him when he disappeared after Cole's fight with him, maybe he was around when Cole got ride of the Ray Sphere. I think it's John. You recall he is ripped apart by the Ray-Sphere just like Dr. Manhattan was in Watchmen, regardless of the player's final "moral choice"? There was no sign of this thing until (apparently a week or so at most) after Kessler was killed, which occurs, story-wise, a few hours after John is "killed."
Is it coincidence that it appears in the same city? While it's possible there were simply no news reports (clearly broadcasted to Empire city throughout the game) about whole cities going quiet, I think there'd have been reports of the damn thing before Cole met it, sounding quite suprised.
I would think he just died, but what we see the whole game is evidence that thing makes physics it's *****. It's plausible it made John a demigod bent on killing Cole for letting him die that way, (ripped apart by what seems to be concentrated psychic energy, reasoning may be impaired somewhat) or maybe it truly made him a "beast," a mindless animal going after the only prey worth chasing. As Evil Cole put it "No one is stronger than me."
Of course, this doesn't explain how/why it persued Kessler is his time at all, but it's a theory.

Well to be honest the ending of the first game gave away some aspects: we know it's human and we know it rose volcanoes from the ground.
