My best guess is Ibuki.

Is this a Tekken character or a Street fighter character? 'Cause I got two possibles:

SF: Ibuki
Tekken: Bruce

I personally think it's Bruce from the flame on pants.

Based on your guess, it's Ibuki. I looked her up and she's the only person from SF that wears bandages in that color on her feet.

I personally think it's Bruce from the flame on pants.

They had two trailers released at the same time, one for a Street Fighter character, one for a Tekken character. Since people already figured out that the Tekken character is that bear, that only leaves the Street Fighter character. And considering that Ibuki is the only character in Street Fighter who wears both bandages on her feet, and arm guards, it's a pretty safe bet it's Ibuki.
