Simply put, activision saw the sheer carnage that was caused last year, any business would want to avoid that amount of negative coverage. Theres a lot of evidence on the amount of meddling that activision did to IW from trying to get CoD4 to abandon servers and even be set in WW2 (which it wasn't thank god) to holding back paychecks and firing the leads.
