If you like simulation games where you have absolute control over every developmental aspect of your domain, then it's okay.
If you're looking for something that evolves somewhat on its own with your gentle guidance, like Sim City, look elsewhere.
It's alright, but the game does a terrible job of explaining cause-effect relationships between what you do and what your citizens would like you to do. Sometimes, everyone will be happy for no apparent reason, in much the same way they sometimes protest everything you do for no apparent reason. Or maybe the reason is that you're told there's a protest, but hardly ever for what. The economy is also rather nonexistent, and easily abused. There's no real supply-demand mechanics to play, either you're growing tobacco and making some money, or rolling them into cigars and making boatloads of money.
I dunno. It's alright, far from the best simulation-style game I've ever played.
I don't know if anything will ever top Sim City 4...
