It isn't a problem if you don't have a reason not to do something and then don't do it. Else you would be doing everything you didn't have a reason not to... but what if you didn't have a reason to not "not" do something?, but then you don't have a reason to not not not do something...

No, if you can't get people to pay attention to you or respect you by any other means, swearing isn't going to help. Though this may explain why you see it as a problem...
Swearing is a horrible last resort. That's a similar argument to saying; "well, if you can't get a people to agree on democracy, dictatorships are always effective."
If people don't respect rationality, they aren't going to respect rationality with swearing.
Don't get me wrong, if someone is capable of swearing, fine, whatever, go for it, just don't be excessive with it; but I don't see not being able to swear as a "problem".
