Because the final boss isn't always the best baddie.
My current favourite is Professor Hojo. Without him the whole FFVII compilation wouldn't have happened and his only motivation is to see what he can do, he gets no praise at all for his role. Anyone have anymore?

Emperor Mateus I mean the guy got killed by you as part of his plan and came back as the ruler of hell (and heaven) and the only FF villains that get the spotlight are Kefka (He deserves it, he's awesome) Sephiroth (Does not deserve it, the mommas boy didn't even succeed in any of his plans) and Sin.

I disagree, he was hugely succesful in the sense that he managed to get the black materia, kill the only person capable of stopping meteor and seal away Holy, the only thing that let him down was his arrogance, believing he had caused Cloud to break down rather than kill him.

cruel, arrogant, deceptive, tough, powerful, cunning, ambitious. hes IMO the perfect villain.

in contrast to his opposite OPTIMUS PRIME who's wise, powerful, tough, merciful, couragous, intelligent, humble, and just. two complete opposites who embody everything about heroes and villains.

Those were steps to achieving his plan. He never actually succeeded before he was stopped like Kefka or the Emperor.

Solidus Snake...Other than being a complete bad ass he had strong motivations and you could even ask yourself at the end of the game was he really the villain.

Grand Moff Tarkin. Didn't seem phased by Vader in the least
One slight miscalculation kept him from being one of the series' biggest baddies.
Right behind that, Admiral Piett. It's an RPGist's dream. You can almost see him level in Empire Strikes Back.

Carnate Island from the Suffering. Seriously what's creepier than the evil of humanity seeping into the soil of an island then the island reeking bloody vengeance on us?

Kreia. One of the best written characters in recent history, and nobody knows about her because they are too busy whining about Obsidian ruining their games.

I see your point and agree somewhat, but unlike Mateus and Kefka, who are killed purely by the party's own strength, Sephy had it all ready to take, he is killed because his own arrogance got the better of him, twice if you count advice children. Just my opinion anyway

Revan. The whole mystery around him/her/whatever. I won't spoil anything but watching the story devolp with it and Malak just become more unhinged the farther you and you team push trying to figure out the star forge.

That and his/her/whatever's armour is cool.

Darth Maul. Cut down way too early. It would have been more fun to keep him around than to have so much fucking Count Dookie. Maul was the embodiment of all things Sith. He killed LIAM FUCKING NEESON for fucks sake.

Maul didn't try to push his opponents buttons (taunts and deceptions), a common Sith trick. He wasn't interested in beating a Jedi that wasn't on their A game.

Doesn't make him any less badass... I'd say even more so.

Some of the expanded universe has him coming back in a couple of different forms.

I have read alot of the EU, and its fine, but still I would have rather had him at least in AotC. and I still think he is pure sith, he never needed to push an enemies buttons is the way I see it. The Sith would do that so their enemy would get frustrated and make mistakes, where all Maul did was intimidation...by existing
