Video editing software

I'm looking for a software that allows me to actually cut parts of a video out. I don't mean actual events in the video, I mean out of the video itself. For example, say I filmed someone talking and there was a guy standing a few feet away the whole time. Is there any software that would allow me to cut him out, and maybe the area he was in?

I'm not sure but I think you can do something like that in Adobe Premiere Pro...

You could turn record it into a .gif, manually edit all the frames, then play it back and record it with Hypercam.

Or not.

I don't have much knowledge in the area but you would probably have a better chance of cutting out the main pieces in the clip and dropping them onto a whole new background. Probably something like aftereffects would work.
