I agree with Jack the Potato when it comes to Comic Book villains:
That isn't even the best example of Darkseid massive reserves of Epic. Final Crisis is where I have a majority of my Darkseid info honestly and I'm still just getting into comics. It isn't enough for him to destroy worlds, he wants to truly dominate them.
As for Video Game villains...Kefka. I guess...he's more Joker than anything ("There is sand on my boots!" says Kefka in the desert) but unlike Joker, Kefka did end up destroying the planet and becoming a God.
Overall I'd say Darkseid would have the advantage over Kefka. Both can be considered Gods so the fight would be epic no matter what. Short maybe but still awesome.
